To build and run apps on devices, Apple has changed its policies regarding permissions. As part of the new Developer Program, there is no need to pay for the developer membership program to push apps from Apple's IDE to an iOS device. Usually, it costs $99/year to become a member of Apple’s Developer Program. Users can now install software from outside of the App Store through a new feature called sideloading introduced for Apple iPhones and iPads.



Since Xcode is the Integrated Developer Environment (IDE) to create software for Apple devices, this new feature is for people to build and test their own iOS apps. As said before, you don't need to be a member of the Apple Developer Program. Therefore apps can be tested on devices itself. Generally, this is done to allow everyone to get their app on their Apple device.
